Jessica Beeson Tocco
Chief Executive Officer
Jessica has over a decade of unique experience working with state, federal, and international governments. She is the founder of A10 Associates and created the firm to be bipartisan, focusing on policy instead of politics with a focus on a limited number of industries: transportation, infrastructure, and technology. Jess has a very hands on approach and involves herself in all divisions.
Stefan Muehlbauer
Managing Partner
Stefan is a seasoned financial professional with over 25 years of experience in investment banking and public company leadership. A business school graduate of the University of Miami, his career has focused on guiding early-stage companies through the complex processes of going public and raising capital. His investment banking career spans 15 years with prominent German and Swiss investment banks and investment boutiques, where he specialized in capital markets strategies for emerging companies. Stefan is fluent in English and German. He served as CFO of Sustainable Projects Group Inc since 2018, he played an instrumental role in driving the company’s growth in the emerging lithium market.
Christine Callahan
Senior Vice President of Public Affairs
Christine manages client accounts by providing customer service, tracking legislation, assisting with grant applications, and providing government affairs strategy on the local, state, and federal level. She strives to provide our clients with the best service every day to help our clients succeed.
Alex Fries
Senior Vice President of Public Affairs
Alex leverages over a decade of experience at the intersection of the public and private sectors to provide clients at A10 with first-class customer service and government affairs strategies that support mission-critical business objectives. Alex is fluent in English and German. A former senior appointed official, policy advisor to the Governor of New Hampshire and presidential transition team alum, his career has focused on working across the aisle to advance pro-growth policy solutions through complex environments on the state and federal level.
Haley Weeks
Vice President of Public Affairs
Haley plays a key role in managing A10’s clients and serves as the CEO’s strategic partner on high-level client initiatives. With expertise in legislative tracking, government funding, and public policy at both the state and federal levels, Haley ensures clients stay ahead of critical policy developments. She builds and maintains relationships with local, state, and federal officials, providing strategic guidance on government relations. Additionally, Haley collaborates with associates and researchers to deliver in-depth analysis and client memos, represents clients at political events, and supports internal firm operations as needed.
Cameron Wheeler
Vice President of Public Affairs
Cameron is a seasoned government relations professional with expertise in transportation, trade, infrastructure, and appropriations. With experience in federal legislative advocacy, policy research, and stakeholder engagement, he helps organizations navigate complex legislative and regulatory landscapes to secure funding and advance key initiatives. As Vice President of Public Affairs, he plays a pivotal role in shaping government relations strategies at both the state and federal levels, ensuring clients stay ahead in an evolving policy environment. Cameron holds a Master’s in International Peace and Conflict Resolution and a Bachelor’s in Diplomacy and International Relations, reflecting his commitment to fostering effective policy solutions and securing federal support for mission-driven organizations.
Alison Ferris
Director of Strategic Communications and Operations
Alison is a strategic communications and public affairs leader with over 12 years of experience driving national campaigns, crisis response, and stakeholder engagement. At A10 Associates, she leads client accounts alongside the CEO, overseeing messaging strategy, content development, and team coordination. With a strong background in federal communications and legislative engagement, Alison advises senior leaders on executive visibility, brand management, and public policy. She ensures consistent, high-impact communications while managing internal operations, event planning, and compliance support..
Thomas James (T.J). Werner
Associate Vice President of Grant Writing and Research
TJ supports the policy and research team, conducting research and writing policy memos, grant proposals, and assisting with grant applications. With experience spanning diverse professional and academic environments, TJ is passionate about producing high-quality work, ensuring client success, and translating his wide range of previous experiences into project success for A10 Associates.
Ben Levy
Director of Policy and Research
Ben is the Director of Policy and Research at A10 Associates. His responsibilities include leading policy initiatives, executing research projects, and supporting business development. He is known for his ability to synthesize complex policy concepts into digestible and engaging content. Prior to joining A10 Associates, Ben led policy research for One Nation and the Senate Leadership Fund—a policy advocacy nonprofit and super PAC. He holds a B.A. in Public Policy & Law with a minor in French Studies from Trinity College. He also serves on the Board of Directors of Charles E. Smith Life Communities.
Nicole Mitton
Confidential Assistant
Nicole, a native of Berkley, MA, brings a strong background in policy research, grant writing, and government affairs to her role as Confidential Assistant. She graduated from Emmanuel College with a B.A. in International Studies, earning Distinction in the Field of Political Science for her research on U.S.-Russian military presence in the Arctic Circle. Nicole plays a key role in grant research and proposal writing, monitoring legislative activities, and analyzing policy trends to support clients in securing non-dilutive funding and navigating government programs. Fluent in Portuguese and conversational in Spanish and German, Nicole’s global perspective strengthens her ability to engage across diverse policy landscapes.
Lindsay Pletch
Executive Vice President of Internal Strategic Communications and Operations
Lindsay oversees critical functions at A10 that drive efficiency, including managing political donations, contracts, and employee operations. She leads internal marketing efforts, aligns organizational strategy with business goals, and ensures compliance while optimizing performance and company growth.
Bridgid Chandler
Vice President of Government Affairs
Bridgid supports the government affairs side of operations by tracking legislation, government funding, and public policy matters at state and local levels. She delivers actionable analysis to aid the firm in providing our clients with the best strategies for government affairs.
Rachel Fritz
Chief of Staff and Director of Human Resources
Rachel provides high-level administrative support. She establishes and maintains positive working relationships between clients and the company's administrations as well as human resources tasks.

She leads Arma Communications, a boutique marketing agency offering branding collateral, website design and support, onsite SEO, and content creation services. Deanna Deveney
Deanna is a seasoned attorney with over a decade of experience, specializing in navigating the complex landscapes of local, state, and federal government affairs. She also managed corporate communications and strategy for a financial institution. Deanna holds a Juris Doctorate from Massachusetts School of Law.
